Announcement:
On September 13, 2022, Prime Minister Trudeau announced that Monday, September 19, 2022 would be
a holiday for federal government employees to mourn Queen Elizabeth II on the day of her state funeral.
Subsequently, the Ministry of Education and Child Care informed Superintendents that B.C. would follow
the lead of the federal government and join with other provinces in observing the national day of mourning to commemorate the funeral of Queen Elizabeth II. Therefore, all Central Okanagan Public Schools, Learning Centers, operations and business buildings will be closed on Monday, September 19, 2022.

    Kevin Kaardal, Superintendent of Schools/CEO for the Central Okanagan Public Schools, presented the 2022 School Opening Report – Part 1. The Superintendent expressed his gratitude for all staffs efforts to support a smooth and welcoming opening to the school year.     This year, eight educators from five different schools formed a team as a part of the ILT’s Nature Network. The educators met with each other every two weeks in each other’s special nature spaces and had an opportunity to learn with each other. As a part of this learning, they made a commitment to sit alongside each other’s students to collect their ideas, questions, and thoughts as they practiced pedagogical documentation together.
  2. Westside Kindergarten Students’ Advice to Graduates
    This project involved elementary schools on the Westside featuring primary students providing their advice by video to Mount Boucherie Secondary School graduates. The videos are posted on the Mount Boucherie Secondary School Instagram page. The graduates have enjoyed the messages and advice and look forward to the posts made each day. This has been an amazing way to build community in West Kelowna.

  3. Years of Coordinating the Elementary District Track Meet – Extraordinary Leadership

    The Board of Education thanked Dean Sader and Jim Bradshaw for coordinating both the elementary track meet and the Westside Cross Country Challenge over the past number of years to ensure elementary students have opportunities to be student athletes at their schools and within the District. Their focus has always been on inclusivity and the participation of students in athletics.
    In 2015, Jim Bradshaw became the Director of the District Track and Field Meet that brought all elementary schools together for a one-day event. When Jim retired in 2018, Dean Sader became the meet Director, and the meet became a two-day event to provide all elementary students a full track and field experience. This year, over 1200 athletes from 35 District schools and 5 independent schools participated. In 2004, Jim and Dean also revised cross-country running by organizing a cross-country run called the Westside Cross Country Challenge. The cross-country run is organized for schools on the Westside with a course starting at Rose Valley Elementary and running in the hills of Rose Valley Regional Park.
  4. BC Association of Physics Teachers – Gordon Gore Award Winner

    The Board of Education congratulated Michael Hagan for recently receiving the Gordon Gore Award from the BC Association of Physics Teachers. The Gordon Gore Prize consists of a special plaque and a $600 CAD award. Michael was nominated for the award by two science teachers and the Principal of Mount Boucherie Secondary School for his leadership with the Mount Boucherie Secondary School Science Department through the pandemic. In order to be considered for the award, nominees had to meet the following criteria:

    Presenter: Amy Cohen, Volunteer Organizer, RAMA Okanagan and Professor of Anthropology,
    Okanagan College Amy Cohen, Volunteer Organizer for Radical Action with Migrants in Agriculture (RAMA), presented to the Board on the development of a Sanctuary Schools Policy. The Policy would ensure schools cannot share information, for students with precarious or no status, with federal authorities, ensuring all children can enroll in school without fear, and would provide a safe place for families.

    The Board Chair, Trustees and Superintendent of Schools/CEO spoke of the following:
     Attendance at a Roots of Empathy ceremony, PAC Carnival, graduation ceremonies for elementary, middle and secondary schools, teacher appreciation events, and the Kelowna Pride Festival.
     An art exhibit is taking place at the Urgent Care on the Westside and Art in Action at the Kelowna Art Gallery.
     On June 21st students and staff celebrated National Indigenous Peoples Day. Staff shared knowledge about
    the First Nations, Métis and Inuit Peoples in Canada with our learners. Through celebration and education of the diverse cultures in Canada, there is hope for both Indigenous and non-Indigenous learners throughout
    the District. We are grateful to our many community partners, including members of the Westbank First Nation and the Ki-Low-Na Friendship society, who came to our schools and welcomed students to events in the community. Thank you to the Elders and Knowledge Keepers who took the time to visit and share with our learners.
     The spring issue of Together We Learn – Our Shining Moments is now available to view on the School District website. The shining moments feature includes: welcoming newcomers, developing communication
    skills, and sharing identity, along with scholarships, awards and graduations.
     The iGen finale was held last week at the Innovation Center. Of the 110+ high school teams (270+) students who competed in the iGen challenge this year, the eight final teams pitched their business idea before 5 VIP
    judges for $5,000 cash prizes. The top 3 entrepreneurial teams were:
     1st Place ($2500) – Twisted Cereal, Gurdit Sidhubrar (RSS)
     2nd Place ($1500) – Ominplex, Noah Garcia (OKM)
     3rd Place ($1000) – Steavia Teas, Skylar Banman (RSS)
    Thank you to Career Life Programs and all the teachers who mentored Central Okanagan Public School’s best entrepreneurial minds.
     The District SumoBot competition took place on Thursday, June 9th. Students between grades 4 and 9 competed on 48 different robot teams. First place went to the team of “The Bob” from South Rutland Elementary, second place to the team of “Mr. Roboto” also from South Rutland Elementary School, and third place to team “Blade Runners” from eSchoolBC.
     Thank you to all Graduation Coordinators, staff and parents who have done so much to support the virtual and in person graduation activities this year.
     Congratulations to Quigley Elementary School who was awarded $50,000 from Indigo’s Love of Reading Foundation. The grant will provide the opportunity to diversify content and strengthen literacy materials throughout the school, over a three-year period.
     A reminder of the performance to aid the Ukrainian relief effort that is being held on Sunday, June 26th from 12:00 pm to 2:30 pm at Prospera Place involving over 450 students. Admission is by donation and there will also be a vendor fair with local artisans, crafters, business, and food trucks also donating a portion of their proceeds to the fundraising effort. A variety of bands and choirs will also be performing during the vendor fair.
     The Board of Education expressed appreciation to Michelle DesRochers, the Executive Assistant to the Secretary-Treasurer and Board of Education, as she moves on to a new position.

    The Board of Education congratulated the 18U Junior Heat Boys’ Volleyball Team who recently won a silver medal at the 2022 Volleyball Canada Nationals in Edmonton. The Heat players come from three local schools: École Kelowna Secondary, Okanagan Mission Secondary and Mount Boucherie Secondary. This is the first time a Kelowna boys’ team has medaled in the Tier 1 Division and finished second in the nation. A huge accomplishment for a district the size of the Central Okanagan. All other teams in the top eight came from cities with over a million people.

The 2023/2024 Capital Plan is based on the Long Term Facilities Plan and outlines the District’s immediate and future capital priorities.
  5. Enhancement Agreement – Watson Road Elementary School Outdoor Learning Space
    The Board of Education agreed to enter into an Enhancement Agreement with the Watson Road Elementary School PAC for an Outdoor Learning Space consisting of seating areas, garden beds, mud kitchen and a sand box.
  6. Property Bylaw No. 156 – BC Hydro and TELUS Statutory Right-of-Way on Webber Road Elementary
    School Site
    The Board of Education gave first, second and third readings, and granted approval for registration of a Statutory Right-of-Way in favour of BC Hydro and TELUS on Lot 96 District Lot 3481 Osoyoos Plan 20022, known as Webber Road Elementary School. The Statutory Right-of-Way is required for the operation and maintenance of both BC Hydro and TELUS infrastructure.

  • Attendance at events at Oyama Traditional School, Mar Jok Elementary Learning in Depth Showcase and the Peachland Elementary Carnival.
  • On Saturday, June 11th, Central Okanagan Public Schools will have a booth in City Park celebrating the Kelowna Pride Festival and welcomes families and community members to visit. The booth will be open from 11am to 3pm with a Pride march/parade at 10am.
  • A team of amazing music teachers and various members of the community have organized a powerful project to aid the Ukrainian relief effort. On Sunday, June 26th from 12:00 pm to 2:30 pm at Prospera Place, music students from Okanagan Mission, École KSS, Mount Boucherie, Rutland Senior, George Elliot, Canyon Falls, Rutland Middle, École Glenrosa Middle, Springvalley Middle, Constable Neil Bruce Middle and École Dr. Knox Middle, will perform as part of a mass band of over 450 students. The students will be performing a special piece of music called “Kyiv”, which was written by American composer, Brian Balmages, and will be led by guest conductor, Dennis Colpitts. This piece is a tribute to the Ukrainian people and all proceeds from the sale of this music is going towards the Canadian-Ukrainian Foundation. To date, more than $50,000 has been raised and the piece has been performed in over 200 different cities, across 5 countries. Admission is by donation and there will also be a vendor fair with local artisans, crafters, business, and food trucks also donating a portion of their proceeds to the fundraising effort. A variety of bands and choirs will also be performing during the vendor fair.
  • Thank you to the Central Okanagan Bursary and Scholarship Society (COBSS) for their support for our graduates over the years. This year 532 awards were presented for a total of $496,725.00.
  • Congratulations to the students, staff and community of Okanagan Mission Secondary School for raising $34,500 in the Relay for Life school-wide fundraiser. Nineteen teams and over 130 students and staff participated. The top individual fundraiser, Kate Alcantara, raised $2,225 and the top team ‘Where There’s a Will There’s a Way’ raised over $4,000.
  • Also, congratulations to the students, staff and community of École Dr. Knox Middle School who recently held their Bald Falcon Day. Their final fundraising total was $20,227.08 for the BC Children’s Hospital.
  • The Indigenous Graduation ceremonies are being held at each of the secondary schools, using traditional honouring ceremonies including blanketing, drumming, singing, smudging and traditional food.

Prior to calling the meeting to order, the Board Chair made the following statement:
Central Okanagan Public Schools joins everyone in our community in feeling sadness and shock at
the news of yesterday’s shooting at Robb Elementary School in Uvalde, Texas. This tragedy
devastated a small community and once again raises concerns across North America. As we reflect
on this tragic news, our thoughts are with not only with the people of Uvalde, but our own students and
families who will feel anxious, scared, and sad as they hear of the death of so many young students.
While we know that the potential for such an incident is much lower in the Central Okanagan, school
safety remains our top priority. School staff continue to review safety procedures and ensure they are
up to date. With the significant media attention on this incident, children may have several questions
and complex feelings about it. Staff members will be watching for student reaction and offer support if
needed.

Four classroom teachers at Springvalley Elementary School decided to open up their classrooms to collaborate and try a new concept with their students.

As well as being a month-long celebration, Pride month is also an opportunity to peacefully protest and raise political awareness of current issues facing the community.

    The Board of Education approved the recommended CommunityLINK (learning includes nutrition and knowledge) allocations for 2022/2023 in the amount of $1,258,789. Sixty percent of the overall funding will go directly to the school meals program ($800,000). The remaining allocation will go towards maintaining the support for District programs (Young Parent Program at KSS) and to continue to support school-based Mental Health Clinicians in elementary schools by redistributing funding from Child and Youth Mental Health to ARC programs to support middle school students to better focus on proactive prevention and education.
  5. Community Rental Program Review for the 2022/2023 Fiscal Year
    The Board of Education set the community rental rates for non-profit organizations at an average of 5% over the prior year and the custodial rate of $50 per hour, effective July 1, 2022.

    In partnership with the City of Kelowna’s “The Journey Home Strategy” to address homelessness in the city, the Central Okanagan Public Schools partnered with several agencies to launch the Upstream for Youth pilot project. The Upstream Project is an innovative initiative aimed to prevent, rather than respond to, youth homelessness in Canada. Using a population-screening tool, the project identifies at-risk youth and connects them to supports that help them remain in school and maintain stable housing. Ultimately, the goals are to improve student’s overall mental well-being, increase school engagement and decrease youth homelessness. The project was piloted with Grade 8 students at École KLO Middle School and Springvalley Middle School and is completely voluntary. The lead partner, the Boys and Girls Club, has helped in consultation with school staff to help over 50 students and their families into coordinated supports.

    The Central Okanagan Board of Education declared the month of May as National Food Allergy Awareness Month in Central Okanagan Public Schools. As per the national campaign website: “Food allergy is one of the leading causes of potentially lifethreatening anaphylactic reactions and a public health concern in Canada, especially among children. Over 3 million Canadians are affected by food allergy, that’s 7.5% of the population. The impact of food allergy is far greater, with an estimated 50% of households being either directly or indirectly affected by food allergy. That means 1-in-2 Canadian households are impacted by food allergy.   7. School District Portable Information
    With the continued enrolment increase, most schools in the District are operating beyond their Ministry’s
    calculated operating capacity. Portables have been added to school sites to accommodate the student
    enrolments. Since 2018, the District has added 23 portables to its inventory and has funded $4.96 million
    in purchasing and moving portables to accommodate the enrolment growth. Based on the projections for
    September 2022, and the reopening of École Bellevue Creek Elementary School and Webber Road
    Elementary School, the District will purchase 2 portables, move 13 portables, and move 2 modulars to
    accommodate enrolment for September 2022. These moves and purchases is estimated to cost
    approximately $2.5 million.

    The Seamless Day Program is a pilot initiative in the Government of British Columbia’s effort to make child care accessible, affordable and seamless. The Seamless Day Program was initiated in 2019 and began in four elementary schools in British Columbia and has now expanded to twenty-one schools across the Province. Bankhead Elementary School is offering the first program in the Central Okanagan Public Schools. The Seamless Day Programs allow Early Childhood Educators (ECEs) to work alongside the
    teachers in the classroom throughout the school day, and to provide high-quality before and after school
    care within the same Kindergarten classroom setting. With minimum transition for the students, and team
    collaboration for the educators, youngest students excel in all aspects of their development.

    The Government of British Columbia recently announced that the accountability for child care would
    transition to the Ministry of Education at the beginning of April 2022. “Bringing childcare under the umbrella of the Ministry of Education acknowledges that it is part of a child’s learning journey, delivering important early learning opportunities, and supporting future educational success”, says the letter from the Minister of Education and Minister of State for Child Care dated February 8, 2022.
  9. New Indigenous-Focus Graduation Requirement
    The Ministry of Education and Childcare, in collaboration with the First Nations Education Steering
    Committee (FNESC), recently announced that as part of the Province’s commitments to truth, reconciliation, and anti-racism, the Ministry of Education and Childcare is implementing an Indigenous-focused graduation requirement for all students. Implementation of the new requirement is expected to involve a phased-in approach that would come into full effect in the 2023/2024 school year.

    represents wisdom and strength which Ryan has demonstrated through his work with the District since August

  • On Friday, March 4th, the Ministry of Education, in collaboration with the First Nations Education Steering
    Committee (FNESC), announced an Indigenous-focused graduation requirement for all students. This is an important policy decision in the education sector on Truth and Reconciliation that is inclusive of all students and reflects the importance of learning Indigenous knowledges, teachings, and history for our students to become educated citizens. Meetings with K–12 partners will be scheduled in March and April, to gather feedback on a proposed model for the requirement, and a public engagement process will launch on March 7th. Implementation of the new requirement is expected to involve a phased-in approach that would come into full effect in the 2023/24 school year.
  • On Friday, March 4th, representatives from the Nisga’a First Nations educational team visited schools to learn more about the District’s Indigenous Education Programs. After a full day of meeting with the Indigenous Education staff, school teams, secondary Indigenous students, and the Land-based Learning team, the Nisga’a team gifted the Central Okanagan School District with a beautiful print, created by a local Nisga’a artist, which represents the love of teaching.
  • Trustees spoke of their attendance at the BCSTA Branch Meeting, the Mama Mia performance at Okanagan Mission Secondary School, a guided tour of the Greenhouse Project at KLO Middle School, and the School Community Student Learning Conversation at Helen Gorman Elementary School.

    previously been attended by senior and school staff, was once again reimagined to a Pink Shirt Day Breakfast in a Box Virtual Kick-Off with the theme “Lift Each Other Up”. The Central Okanagan Board of Education was a sponsor of the event.
  • Students and staff throughout the District celebrated the 15th Annual Harmony Day with a little innovation and a lot of heart on Wednesday, February 16th. Thank you to everyone throughout the District involved in the Harmony Day activities and a special thank you to Leigh-Ann Yanow, Harmony Day Chair, as well all of the other members of the Harmony Day Committee.
  • On Friday, February 18th, the Central Okanagan Teachers’ Association and CUPE Local 3523 held their
    professional development days. The theme of COTA’s Pro-D Okanagan Zonal Virtual Conference was
    “Supporting Diversity”. Through the efforts of Barb Huva, COTA Pro-D Chair, and the zonal Pro-D Day
    Chairs, various guest speakers and presenters were enjoyed by teachers and support staff. Thank you to
    the CUPE Pro-D Co-organizers Luke Campbell and Graham Johnson.
  • Okanagan Mission Secondary School held their Grad Variety Show and silent auction at the Kelowna
    Community Theatre last night. The event is the main fundraiser for their grad and dry grad events. The
    entertainment was provided by all students and included music, dance, a thrifted fashion show, skits, game shows, audience participation, humor and some very touching moments.

    The American Sign Language (ASL) Program offers secondary level courses at Mount Boucherie
    Secondary, Rutland Senior Secondary and École Kelowna Secondary Schools. ASL is accepted
    as a second language requirement for University. Central Okanagan Public Schools is one of the
    only school districts in the province to offer in person instruction. The program is supported by a
    member of the deaf community. The ASL program began in 2000 with one class. It has since
    grown. This school year, there have been 16 classes offered between the three high schools.

    Leigh-Ann Yanow, Chair of the Harmony Day Committee, announced that this year’s Harmony Day theme is “HOPE”. “H” – Harmony, “O” – Optimism, “P” – Perseverance, and “E” – Empathy. Many events will be
    happening in schools on February 16th, including the Harmony Day Living Library Virtual Conference
    featuring speakers from the community and beyond who will share their stories of HOPE. The chosen artwork for the Harmony Day logo was completed by Neela Radar, a student at École Kelowna Secondary School.

    and Grade 1 English and French Immersion programs at École Dorothea Walker Elementary School are
    moved to Bellevue Creek Elementary School, and effective the 2023/2024 school year, the Grade 2 English
    and French Immersion programs at École Dorothea Walker Elementary School are discontinued and are
    established at Bellevue Creek Elementary School.
    The solution proposed by the parents presenting is:
  • Temporary single track English K-5 at École Bellevue Creek Elementary School
  • Temporary single track French Immersion K-6 at École Dorothea Walker Elementary School
  • Shared PAC and resources, with a sister school relationship in order to mitigate many of the initial
    concerns with single track schools, and the common goal of a reunited École Dorothea Walker

    peer orientation and unhealthy child development, logistics, parent mental health and children’s mental

    Department and the District Traffic Safety Officer, with a report coming back to the Board of Education.

grave sites. Once again, our hearts are heavy with this horrific news. On behalf of the Board of Education,

communities and to acknowledge the deep hurt these revelations bring, and to once again state the Board’s
commitment towards equity and Reconciliation in our public schools.

    The aim of the WHEELS Transition to Employment Program is to provide youth and young adults with
    disabilities and diverse abilities, in Central Okanagan Public Schools, with opportunities to learn skills and
    gain experiences that will help them make successful transitions to adulthood and to directly aid them in
    making those transitions. The WHEELS Transition to Employment Program is offered in a professional,
    community-based setting in order to facilitate transitioning students’ physical and attitudinal shift from school to adult environments.
    The project facilitates student learning and achievement in the following areas:
    • Support for obtaining paid employment as adults.
    • Skill development in key transition areas, such as vocational development, recreation, home living,
    health and personal hygiene, and personal financial management.
    • Opportunities to participate in a Bicycle Maintenance and Repair program and in Shoe Repair and
    Shoemaking School in order to further develop hand-eye coordination, problem solving, customerservice, and pride of workmanship. Learning to repair things is good for students. It increases their connections to others, to the physical world, and within their own mental processes.

    As part of the Central Okanagan Public Schools continuous goal to promote Dual Credit Programs to
    students, parents, staff and community members, a promotional video was created. Dual Credit Programs and courses allow students the opportunity to earn post-secondary credentials and
    high school graduation credits at the same time. In nearly all cases, tuition is covered by the School District for qualifying students. Student fees, tools, and supplies are the student’s responsibility. These programs generally begin in September or February of their grade 11 or 12 year, depending on the program they wish to pursue. Commencing in September 2022, a new dual credit program for Early Childhood Education, in partnership with Okanagan College, will be commencing.

    Black Mountain Elementary School students and staff recorded a virtual concert involving each class (or

    December 16, 2021. A special thank you to Black Mountain Elementary music teacher, Rachael Pauls, for

    The Board Chair, Trustees and the Superintendent of Schools/CEO spoke of the following:
     Each year, the Board of Education hosts a reception to recognize staff celebrating 10, 20, 30, 35 and
    40 years of service, as well as to welcome new employees. For the past two years, due to COVID-19,
    the Board of Education has been unable to host this reception. Staff celebrating years of service are
    being recognized with their certificates and pins at the school level and new employees received a letter
    from the Board of Education welcoming them to Central Okanagan Public Schools. The number of

     Due to the flooding and subsequent evacuation of homes in School District No. 58 (Merritt), fifty-eight
    families have temporarily relocated to Kelowna and area. Of these fifty-eight families, twenty-five have
    requested support of food, water and clothing. Schools responded by contributing cash, clothing, food and other sundry items for these displaced families. The Superintendent of Schools/CEO expressed his
    appreciation to schools and their communities for their response to these families in need.

     Trustees spoke of their attendance at the Public Engagement Session on Monday, November 23rd at
    Okanagan Mission Secondary School on the Okanagan Mission Catchment Area Review, and the
    Public Engagement Session on Tuesday, November 24th at Mount Boucherie Secondary School on the
    Westside Catchment and French Immersion Review.
     On Tuesday, November 23rd, COPAC co-sponsored an opportunity for parents and caregivers to hear
    Dr. Katharine Smart (President of the Canadian Mental Health Association and pediatrician) provide
    insights on COVID-19 and vaccinations for 5-11-year-old children.
     The Canadian Cancer Society sent a letter of appreciation to the Superintendent’s Office for the amount
    raised by Okanagan Mission Secondary School through their Relay for Life event – $24,829.40. Events
    like the Relay for Life build school spirit and show those on their cancer journey that they are not alone.
    Congratulations to the students, staff and community of Okanagan Mission Secondary.
     Congratulations to two local teachers, Megan Frederick, Band teacher at Okanagan Mission Secondary
    School, and James Strachan, Physics and Engineering teacher at École Kelowna Secondary School,
    recipients of Prime Minister’s Awards for Teaching Excellence. Megan received the National Certificate
    of Excellence and James the National Certificate of Achievement. Megan and James will be recognized
    at a future Public Board Meeting.

    This summer the International Education Department offered the ELL program to Level 1 and Level 2
    English Language Learners (ELL) for the first time. English Language Learners are students whose

    ‐ Improve their ability to communicate fluently in English at school and in the wider community
    ‐ Acquire the English needed to make academic progress and realize their potential
    ‐ Develop an understanding of the similarities and differences between their home culture and the
    Canadian culture
    ‐ Create opportunities for students and families to:
    o participate in community activities and build connections with Canadian culture
    o feel welcome and fully engaged with in our local community

    The Board Chair and Trustees spoke of the following:

     École KLO Middle School students and staff recently celebrated their annual Green Day which
    focusses on awareness of ecological issues and how students can contribute to a better future.
    Students learn about sustainable living and environmental education throughout the school, including
    Indigenous land-based learning, recycling programs, care for Fascieux Creek and the Wellness Walk
    pathway.
     Today trustees, staff, students, community members and sponsors celebrated the Grand Opening of
    the Outdoor Exploration Centre at Pearson Road Elementary School. The Centre is a culmination
    of a broad community effort. Students will be able to learn from the two greenhouses, sixteen garden
    beds, an outdoor classroom, and an Indigenous garden. The Centre increases natural vegetation on
    the school grounds, raises environmental awareness, and creates opportunities for land-based
    learning. The inspiration for this outdoor learning space was long-time Pearson Road Elementary
    Kindergarten teacher Isabel Alves-Vicente, also known as “Miss V” who suffers from the incurable Lou
    Gehrig’s Disease (ALS).
  11.  On October 15-16, École Kelowna Secondary School (KSS) hosted the 2021 Best of the West
  12. Volleyball Tournament for senior and junior boys and girls. Congratulations to the KSS Owls Senior
  13. Boys and KSS Owls Senior Girls teams who both won gold medals. The KSS Senior Girls and
  14. Okanagan Mission Secondary Senior Girls played an entertaining final. The KSS Senior Boys went
  15. undefeated in the tournament and played a well contested final game against Langley Christian. A
  16. thank you to all who supported this tournament and a special thank you to Tony Sodaro, Mike Sodaro
  17. and Kelly Hettinga.
  18.  Trustees, along with representatives from partner groups, will be participating in the 2021 Kelowna
  19. Pride Festival being held this Saturday, October 30th at the Rotary Centre for the Arts. Central
  20. Okanagan Public Schools, including representatives from partner groups, will be hosting a booth. The
  21. Festival runs from 11:00 am through to 4:00 pm and includes entertainment.

    The Board of Education agreed to a cap of 50 FTE of international students at École Kelowna Secondary
    School for 2022-2023. Also, the Board of Education will annually review the cap on international students
    by mid-October for as long as the capacity issues at École Kelowna Secondary School persist.
  4. Annual Enhancing Student Learning Report – September 2021
    The Board of Education approved the Central Okanagan Public Schools first Annual Enhancing Student
    Learning Report – September 2021 which is a requirement of the Ministry of Education. The report meets
    the legislative requirements indicated in the Enhancing Student Learning Reporting Order. The Report
    further describes the Board’s current approach to continuous improvement of student achievement. The
    data within the Report indicates that most of the District’s performance results are at or above provincial
    averages. The achievement data further supports the Board’s strategic directions and the current
    intervention strategies for numeracy and early literacy. The implementation of the reporting requirements
    of the Framework for Enhancing Student Learning will replace the annual Superintendent’s Report on
    Student Achievement that has been presented to the Board in June of each school year.
    The approved Annual Report will be forwarded to the Ministry of Education and posted on the School
    District website.
  5. Vaccination Mandate
    The Board of Education distributed a News Release late in the afternoon of October 13th titled “Board
    Reviewing Implications of Vaccine Mandate”. The News Release can be viewed on the School District
    website at http://www.sd23.bc.ca/DistrictInfo/newsreleases/Pages/default.aspx#/=.
    The Board of Education passed the following Motion:
    THAT: The Board of Education directs the Superintendent of Schools/CEO to prepare a comprehensive
    report on any effects of a potential vaccine mandate for staff.
    The Board of Education agreed to write a letter to Premier Horgan, the Ministry of Education and the
    Provincial Health Officer regarding our expectation that any mandate for staff vaccines would have been a
    provincial decision in a provincial health order and that they would cover any costs.

    The Board of Education congratulated the students who comprise the 2021-2022 District Student Council.

    The Board Chair and Superintendent of Schools/CEO spoke of the following:
     Congratulations to Trustee Chantelle Desrosiers on her interview posted in the back to school issue of
    the Capital Planner newsletter. The Capital Planner is a newsletter which explores perspectives on
    business and financial management, using an interdisciplinary approach. Trustee Desrosiers answered
    questions on the size of the District, unique challenges, advantages, Board cohesion, the operating
    budget and Ministry funding, trends in education, and COVID-19 and the start of the school year.
     Administrators and school teams were congratulated on their planning for a successful Administrative
    Implementation Day on Friday, October 8, 2021 with a strong focus on Truth and Reconciliation. Guest
    presenters included Kevin Lamoureux, Associate Vice-President of Indigenous Affairs at the University
    of Winnipeg, and Anona Fawn Kampe, a member of the Penticton Indian Band.
     Teachers and staff from throughout the Central Okanagan will be participating in the Teacher
    Professional Day on Friday, October 22nd. The theme this year is BALANCE: Personal and Professional
    Equilibrium with the keynote speaker Mary Gordon, an award-winning social entrepreneur, educator,
    best-selling author, parenting expert, and child advocate who has created an international children’s
    charity, Roots of Empathy. Thirty-nine sessions will be offered with a broad range of subject areas and
    self-care offerings. The Superintendent expressed appreciation to the leadership of the COTA for their
    efforts in organizing the professional day activities.

    2021 School Opening Report – Part 2. This report provides detailed information about school enrolment
    effective September 24, 2021. To date, the District has enrolled 23,647 students this year (including fee
    payers and excluding adult, Central School Programs and Services, and eSchool23). The differences
    between this year and last year are as follows:
     Secondary schools have 249 more students than they had in September 2020
     Middle schools have 365 more students than they had in September 2020 (due to the opening of École
    H.S. Grenda Middle School)

    Items of Special Mention
  • The week of September 27th through to October 1st is Truth and Reconciliation Week. Many events are
    taking place in schools to commemorate the first Federal National Day for Truth and Reconciliation on
    Thursday, September 30, 2021. Flags at schools and school sites will be flying at half-mast in honour of this day.
  • Students and staff throughout the District honoured Orange Shirt Day by donning orange shirts and hosting various events throughout the schools.
  • Trustee Baxter provided an overview of her 5 minute presentation to the Select Standing Committee on
    Finance and Government Services Budget 2022 Consultation. Trustee Baxter spoke to the Committee on
    the pressures and challenges facing the Central Okanagan Public Schools including Capital and Operating
    Funding and Student Transportation.
  • The Deputy Superintendent spoke of the following:
    o The Truth and Reconciliation website has many resources for staff and parents to review on Truth
    and Reconciliation.
    o On Tuesday, September 29th the Social Sciences and Humanities Research (SSHRC) Grant was
    launched at Bertram Creek Park with the first of four land-based experiences for the multi-year
    research project “Co-Curricular-Making: Honouring Indigenous Connections to Land, Culture, and the
    Relational Self.”
    o On Administrative Implementation Day (Friday, October 8, 2021), Kevin Lamoureax will be speaking
    to staff virtually on our Equity in Action Agreement.
    o In honour of the Central Okanagan Public Schools 40th anniversary of the sister city relationship with
    Haruhigaoka High School in Kasugai, the Deputy Superintendent displayed a gourd which will be
    forwarded to the high school.

    • Reaffirming Commitment to Equity in Action for Truth and Reconciliation
      The Board of Education acknowledged the harm that was caused with the recent confirmation of unmarked graves of children on residential school grounds across Canada. The Board of Education further reaffirmed its commitment to the goals of the District’s Equity in Action for Truth and Reconciliation Agreement.
      Kevin Kaardal, Superintendent of Schools/CEO and Terry Beaudry, Deputy Superintendent of Schools,
      shared with the Board of Education a paddle, carved by a local Elder, that represents the District’s theme
      of HOPE and the District’s commitment to moving forward with our partners towards equity and
      reconciliation. Principals/Vice-Principals and school business managers have all attached ribbons to the
      paddle, reaffirming their commitment to truth and reconciliation. Board Chair Moyra Baxter attached a
      ribbon on behalf of the Board of Education. Susan Bauhart – President of the Central Okanagan Teachers’
      Association, David Tether – President of CUPE Local 3523, Nicola Baker – Vice-President of Central
      Okanagan Parent Advisory Council, Zachary Johnson – District Student Council representative, and Wynter
      Oakes – Executive Member of Central Okanagan Principals’ and Vice-Principals’ Association, also attached
      ribbons to the paddle, demonstrating support for a continued focus on equity in action.
