$17,499,893.
3. Capital Project Bylaw No. 115780, Mar Jok Elementary School – New
The Board of Education gave first, second and third readings, passed and adopted School District No.23 Capital Project Bylaw No. 115780, Mar Jok Elementary School – New, in the amount of $14,759,493.
4. SD No. 23 Grant of $5,000 to the Central Okanagan Parent Advisory Council (COPAC)
The Board of Education passed a Motion that pursuant to a presentation of the 2012/2013 COPAC Budget to the Secretary-Treasurer, and the changing of signing authority to the new COPAC Executive,
the Board of Education will grant $5,000 to the Central Okanagan Parent Advisory Council for the 2012/2013 school year.

1. Superintendent’s Emergent Issues
Updated Enrolment Numbers
The Superintendent provided an overview of the ways in which the Ministry of Education provides funding for particular cohorts of students (eg., adult students, international students,
non-resident students, students enrolled in distributed learning, and secondary course-by-course funding). Based on today’s enrolment, the Superintendent predicts that enrolment will
be down approximately 178 students from projection.
District Website
The District will be updating the Central Okanagan School District No. 23 website to improve online access to district information.
Early Learning Report – SD No. 23
The District has been featured provincially for spearheading early learning initiatives over the past dozen years. The District’s efforts to decrease vulnerability has been captured in a report,
written by Dr. Janet Mort, titled: “An Early Learning (birth to age 8) Program Review – Vulnerable Children Becoming thriving Primary Readers”. This report will be reviewed at the
Education and Student Services Committee Meeting (October 3, 2012 at 6:30 p.m. at the School Board Office). Director of Instruction, Clara Sulz, was recognized for her leadership in
this area.
Provincial ERASE Bullying Strategy
The Ministry will be providing three-day regional training sessions throughout the province for school teams on anti-bullying and threat/risk assessment initiatives. Following a “train the
trainer” model, teams will be asked to coordinate and lead anti-bullying initiatives in their schools.
Graduation Requirements Dialogue – Community Forum October 9, 4:30 pm at Central School Gym
On behalf of the Ministry of Education, each District will be hosting a community forum to gather input prior to developing future graduation requirements.
2. Annual Report on Special Program: Hiring Exemption
The British Columbia Human Rights Tribunal approved a Special Program for the Central Okanagan School District granting preferential hiring for Teachers of Aboriginal ancestry. Aboriginal teacher role
models will provide students the ability to take pride in their heritage, give them a positive sense of belonging, and support their commitment to stay in school and graduate. As the Central Okanagan
School District enters into the second year of the Special Program, the District’s Human Resources Department will continue to support the hiring of teachers of Aboriginal ancestry.

1. Catherine Haldane Teacher of the Year Award 2012
The Board of Education recognized Steve Kuffner, Teacher at Rose Valley Elementary School, for receiving the Kelowna Daily Courier Catherine Haldane Teacher of the Year Award 2012.
2. Terry Hammond, Newspapers in Education Coordinator, Kelowna Daily Courier – Retirement
The Board of Education recognized Terry Hammond for his commitment to education as the Newspapers in Education Coordinator at the Kelowna Daily Courier for the past six years.
3. Recognition was given to members of the senior staff, the Operations team, administration and staff of Peachland Elementary and George Pringle Elementary for their response to the recent emergency
situation involving the Trepanier fire in Peachland.

1. Superintendent’s Emergent Issues
School Opening Report

Highlights from the Superintendent’s School Opening Report included the following:

– The Superintendent reported that, generally speaking, it was a very smooth school opening.
– The projected headcount for September 2012 was 21,493. As of September 7th , 2012, the District headcount enrolment was 21,338 representing a decline of 155 students. It is anticipated that after the final count, the District will be down by 100 students whencompared to last year.
– District staff have already determined that 187 elementary school students moved out of the District since March 2012, 54 of whom were recorded as planning a move to Alberta.
– The District International Education Program continues to experience considerable growth with 270 fee-paying students registered in the School District for the 2012/2013 school year. Students in the program represent 24 different countries and jurisdictions around the world.
– This is the fourth year of having a transportation user fee, although the fee was reduced by 50% for this year, and the transportation system outcomes are similar when compared to last year. To date, there are 4,948 (4,439 in 2011) applications for busing in the system with 4,630 (4,082 in 2011) students having been assigned seats already.
– During the months of May and June 2012, a total of 207 teacher posting were filled. During the summer months, approximately 200 temporary contracts were awarded to teachers. The majority of the temporary assignments were created due to teachers taking a leave of absence for a variety of reasons as well as the addition of Learning Improvement Funds. The District anticipates recruiting in the range of 40-60 temporary teachers on call with an
emphasis on experienced Kindergarten, French Immersion, Math and Science teachers.
– The external auditors have concluded their year-end review of the District’s financial reports. The fiscal and accounting processes were once again found to be comprehensive and appropriate.
– A description of how the Learning Improvement Fund has been distributed to schools was provided.
– The Superintendent also referred to Appendix 1 and 2 of the School Opening Report which outlines projected and actual enrolments for all 42 schools. The Superintendent expressed gratitude to the Central Okanagan School District No. 23 administrative, teaching and support staff, parents and community members for preparing for school opening, and ensuring a smooth and safe start-up for our students.

7. Report from District Student Council (Teagan Welch)
As Co-president of this year’s District Student Council, Teagan provided a presentation on the initiatives implemented this year which included a pen pal program between secondary school
students and elementary students. The Council was also involved in providing input on various District Committees as well as fundraising to support the Kelowna General Hospital Cardiac Ward.
Carson Reveen and Heather Halperin will be the new Co-Presidents for the 2012-2013 school year.
8. Okanagan Mission Secondary (OKM) Addition Project Definition Report
CEI Architecture presented an outline of the proposed addition to OKM.

The Board of Education approved the School Act Class Size/Class Composition Update Report for the month of May 2012. Additionally, the Declaration of Appropriate Learning Situation by the
Superintendent was approved for submission to the Minister of Education.
2. Canadian Student Leadership Conference 2014
The Board of Education gave strong approval in support of the District’s intent to host the Canadian Student Leadership Conference in 2014.
3. Project Definition Report for the Addition at Okanagan Mission Secondary School
The Board of Education approved the Project Definition Report for the addition at Okanagan Mission Secondary School, and directed staff to submit the Report to the Ministry of Education – Capital
Division.
4. Project Definition Report for the New Elementary School in the West Kelowna Area
The Board of Education approved the Project Definition Report for the new elementary school in the District of West Kelowna, and directed staff to submit the Project Definition Report to the Ministry of
Education – Capital Division.
5. Naming of the New Elementary School in the West Kelowna Area
The Board of Education approved the name Mar Jok Elementary School for the name of the new elementary school on McDougall Road in West Kelowna.
6. School District No. 23 (Central Okanagan) Long Term Facility Plan
Specific Recommendations by Zone
The Board of Education supported in principle the following specific zonal recommendations for the Long Term Facility Plan:
Lake Country:

1. Provide a Grade 7-8 middle school within GESS (making it a Grade 7-12 school on an interim basis) – with a long term plan of a new middle school for Lake Country. Timeline: September 2013

2. Manage the balance of elementary student growth at existing elementary schools through the revision of catchment areas, redirection of students and/or the placement of portable classrooms until a permanent Grade 6 to 8 middle school can be constructed.

Rutland Area:

1. Reinstate catchment area boundaries for Ellison Elementary and Black Mountain Elementary to regulate student numbers and more clearly define transportation eligibility. Timeline: September 2013
2. Replace Rutland Middle as a Junior Middle with Grades 6 to 8 and convert elementary schools to K-5 and RSS to Grade 9-12 when the new RMS opens. Timeline: Align with completion of Rutland Middle Replacement
3. Address the sustainability issues of Springvalley Middle School.
• Convert Springvalley Middle School to a Gr. 6 – 8 middle school and feeder elementary schools to K – Gr. 5, in conjunction with the Rutland Middle School rebuild conversion.
• Middle School Catchment area revision.
• Review the possibility of introducing Middle School French Immersion to Springvalley Middle School to provide closer access for students in Rutland and Lake Country. Timeline: Review during the 2012/2013 school year to determine appropriate timing
4. Construct an 8 classroom addition at Black Mountain Elementary or revise elementary catchment areas to distribute the population more evenly. Timeline: Review during the 2012/2013 school year to determine appropriate timing
Central Kelowna Area:
1. Place portables at elementary schools as needed – with a long term plan to revise grade configuration changes to a junior middle model: K-5, Gr 6-8 and Gr 9-12. Timeline: 5+ years
2. Construct a new senior secondary school in the north end of Kelowna. Timeline: 5+ years
3. Create middle French Immersion Programs in outlying areas to relieve enrolment pressure at KLO Middle. Timeline: Review during the 2012/2013 school year
4. Revise elementary catchment areas to distribute the population more evenly. Timeline: Review during the 2012/2013 school year
5. Revise middle catchment areas to distribute the population more evenly. Timeline: Review during the 2012/2013 school year
6. Maintain high priority request in the Capital Plan to replace Glenmore Elementary with a new facility.

Okanagan Mission Area:
1. Provide an interim Grade 7-8 middle school within OKM Secondary (making it a Grade 7 to 12 school on an interim basis) – with a long term plan of a new Grade 6 to 8 middle school in the Okanagan Mission area.
Timeline: In the September following the completion of the OKM addition
2. Revise elementary catchments to distribute the population more evenly. Timeline: Review during the 2012/2013 school year
3. Introduce an Early Learning Program to service the Okanagan Mission area at such time as there is adequate space.
Westside Area:
1. Revise elementary school catchment areas for the opening of the new elementary school on McDougall Road to distribute the population more evenly. Timeline: Prior to September 2014
2. Review and potentially revise elementary feeder schools to Constable Neil Bruce Middle and Glenrosa Middle. Consideration should be given to redirecting elementary students to Glenrosa Middle.
Timeline: Prior to September 2014
3. Place portables at elementary schools where necessary – with a long term plan to revise grade configurations to a junior middle model: K-5, Grade 6-8 and Grade 9-12 (400 student addition to MBSS or a new secondary school).
Timeline: 5+ years
4. Create a middle French Immersion Program at Glenrosa Middle to sustain GMS enrolments and provide greater accessibility to students in the language program, providing it is sustainable in terms of enrolment, location, form and cost. Timeline: Review during the 2012/2013 school year to determine appropriate timing
The Board also directed staff to draft a Long Term Facility Plan to be brought back in the Fall of 2012, for further public consultation and for review by the Planning and Facilities Committee.
7. School District No. 23 (Central Okanagan) Annual Budget Fiscal Year 2012/2013
The Board of Education gave first, second and third readings, passed and adopted the Annual Budget Bylaw for the Fiscal Year 2012/2013 in the amount of $211,693,695.
8. 2012/2013 School Planning Council (SPC) Goals
The Board of Education approved the 2012/2013 School Planning Council reports and goals for all 42 schools in School District No. 23 (Central Okanagan).
9. Draft Policy 221 “District Principal: Selection and Appointment”
The Board of Education approved the new Policy 221 “District Principal: Selection and Appointment.
10. Recognition of Staff and Volunteers
The Board of Education will recognize staff and volunteers in the fall and during Education Week.
11. Capital Project Bylaw No. 126444 – Carbon Neutral Capital Program (CNCP) – 2012/2013

The Board of Education gave first, second and third readings, passed and adopted School District No. 23 Property Bylaw No. 121 (Belgo Elementary – City of Kelowna Statutory Right-of-Way) in
favour of the City of Kelowna for the purpose of accessing and maintaining a manhole and sewer pipe connected to the school.

June 26, 2013 Board Highlights

Recognition:
1. Alice Rees, COTA President
The Board of Education recognized Alice Rees, President of the Central Okanagan Teachers’ Association, for her thirty-seven years of dedication to the students and staff of the Central Okanagan School District.
2. Kayla Dominelli, Teacher – Springvalley Middle School
Kron Sigal Award for “Excellence in Holocaust Teaching” The Board of Education recognized Kayla Dominelli for receiving the Kron Sigal Award for “Excellence in Holocaust Teaching”.
3. Robert (Bob) Pretti, School District No. 23 Bus Driver
Driver of the Year Award from the Association of School Transportation Services of BC The Board of Education recognized Bob Pretti for receiving the Driver of the Year Award from the Association of School Transportation Services of BC for being an accident free school bus driver for the past 33 years.
4. Enzo DeLaurentiis, Teacher, South Rutland Elementary School
School District No. 23 District Elementary Track and Field Meet Organizer Enzo DeLaurentiis was recognized by the Board of Education for his 15 years of organizing the Central Okanagan School District’s Elementary Track and Field Meets.

The presenters shared their experiences in the District/Regional Science Fair competitions. Katrina was recognized for representing the Central Okanagan School District as a student entrant at the 2013 Canada Wide Science Fair in Lethbridge, Alberta.
2. Addition to Okanagan Mission Secondary School – Update
  • Presenter:
    • Robert Parlane, CEI Architecture
    • Mr. Parlane presented the architect drawings
for the expansions to OKM which includes Neighbourhood Learning Centres, a new gym, multi-purpose space, and a Performing Arts Centre.
3. Superintendent of Schools “Year in Review”
The Superintendent provided an overview of the 2012/2013 school year identifying achievements, special events, challenges and business involving the Board of Education.
The Superintendent identified many achievements to be proud of including:
– Six Year Graduation Rate now at 86.5% compared to the provincial average of 81.8%
– Aboriginal Graduation Rate now at 68.9% compared to the Provincial Average of 56.4%
Noteworthy gains were recognized in student achievement. In particular:
– A reduction of Aboriginal/non-Aboriginal primary students at risk by the end of grade 3
– A significant increase in Grade 10 participation in Career Prep (CP) Program Experience (25% in 2009 to 60% in 2012)
Student involvement in We Day, Harmony Day, National Aboriginal Day, Family Literacy Day and several other recognition days have led to positive school cultures as well as local and global citizenship.
In 2012/2013 highlights from the business of the Board included:
– Approving the Long-Term Facility Plan which includes educational and zonal recommendations
– Completing the planning and preparation for the construction of Mar Jok Elementary School and the addition to Okanagan Mission Secondary School
– Entering into Purchase Agreements for the Aspen Grove property in Lake Country and the Ponds site in the Mission
– Establishing the 2013/14 budget, including the reduction of $1.8 million
– Sending 22 letters advocating on behalf of public education
The Superintendent thanked the Board of Education, all staff members, partner groups, and the community for their efforts to support student achievement this year.
The Board Chairperson acknowledged the efforts of the groups identified by the Superintendent, and recognized the leadership shown by the Superintendent and his management team.

Action Items:
1. Tender Award – Project No. 115779 – Okanagan Mission Secondary School Addition
The Board of Education authorized the award of contract to Delnor Construction Inc. in the amount of $8,709,902.00 plus GST for the completion of Project No. 115779: Construction of the Okanagan Mission Secondary School Addition.
2. Future of Grade 7 Students in Lake Country Schools
The Board of Education approved the relocation of Grade 7 students from Oyama Traditional School, Peter Greer Elementary School and Davidson Road Elementary School to George Elliot Secondary School where an interim Grade 7-8 middle school program will be created, as of September, 2014. Staff will work with the George Elliot Secondary School administration and the District of Lake Country to develop plans for a six classroom portable annex to house the Grade 7 students.
3. Future of Grade 7 Students in Okanagan Mission Schools
The Board of Education approved the relocation of Grade 7 students from Chute Lake Elementary School, Anne McClymont Elementary School and Dorothea Walker Elementary School to Okanagan Mission Secondary School where an interim Grade 7-8 middle school program will be created, as of September, 2014.
4. Westside Elementary School Catchment Review Options
The Board of Education directed staff to proceed with community engagement on a hybrid of closed and open elementary catchments which entails creating distinct boundaries around each elementary school, with the exception of creating a shared zone between Helen Gorman Elementary and Glenrosa Elementary Schools.
5. École Glenmore Elementary School Project Identification Report (PIR)
The Board of Education approved the École Glenmore Elementary School Project Identification Report to be submitted to the Ministry of Education, and that the 2013/2014 Capital Plan submission include a request for a total replacement of École Glenmore Elementary School on the existing site with a capacity of 80 Kindergarten + 450 students, and with a total project budget, including reserves, of $16,672,007. The Board of Education also directed staff to develop a Neighbourhood Learning Centre community consultation process to identify and confirm the current gaps in community programs and services for review by the Board, should the Minist ry of Education support the next stage of the Project Development Report.
6. Health Promoting Schools (HPS) Committee Revised Terms of Reference
The Board of Education approved the proposed revisions to the Health Promoting School Committee’s Terms of Reference.

All Board Standing Committee Policies will be amended to add the following statement to Scope of Functions:
  • To review and evaluate all policies directly pertaining to the (name of Committee) function at least once every three years.
Board Committees will also establish a schedule for reviewing relevant policies throughout the Board of Education’s three year term.
9. Ad Hoc Policy Review Committee
The Board of Education approved the disbanding of the Ad Hoc Policy Review Committee and that the Committee will reconvene in the future if/when required.
10. School District No. 23 (Central Okanagan) Annual Budget Fiscal Year 2013/2014
The Board of Education gave first, second and third readings, passed and adopted, School District No. 23 (Central Okanagan) Annual Budget Bylaw for the Fiscal Year 2013/2014 in the amount of $212,706,254.
11. 2013/2014 School Planning Council (SPC) Goals
The Board of Education approved the 2013/2014 School Planning Council (SPC) Reports and Goals for all 42 schools in School District No. 23 (Central Okanagan).
