CANADIAN STUDENT LEADERSHIP CONFERENCE 2014
WHEREAS: The major goal of the Canadian Student Leadership Conference is to enhance the leadership skills of Canadian students;
WHEREAS: The Canadian Student Leadership Conference provides an annual opportunity for students from across Canada to come together to learn more about leadership;
WHEREAS: The Canadian Student Leadership Association and the Central Okanagan School District are hosting the 30th Annual Canadian Student Leadership Conference from September 23, 2014 to September 27, 2014;
WHEREAS: This year’s conference will inspire students across Canada to take action to improve
their schools and communities and foster HOPE;

INTERNATIONAL WALK TO SCHOOL WEEK
The Central Okanagan Board of Education declares October 6 – 10, 2014 as “International Walk to School Week” in School District No. 23.
Presentation:
1. School Opening Report – Part 1
The Superintendent presented the School Opening Report – Part 1. This report covers the time period of September 22 to 24, 2014 and provides an update regarding the first days of the school year. Schools in the District reported busier than usual start-ups this year due to the late start and the challenges with not being able to process all the registrations and course/program requests during the traditional registration week. Schools staffs also reported the positive energy that came from the return of students after the extended break.
To date the majority of schools appear to be coming in reasonably close to their projected enrolment numbers, although there is more variation this year than in previous years. Most schools in the District have reported losing a number of students to other educational providers (independent schools, on-line programs or to home schooling). As of September 24, 2014, 216 students who were previously registered in School District No. 23 schools have selected alternate means of getting their education. It remains to be seen whether the District recovers some of these students in the days and weeks to come. Overall, it is anticipated that the District will experience a modest overall increase in enrolment over last year. Obviously, this number would have been greater had there not been a late start to the year.
The labour disruption in the BC Public School system has had a negative impact on the Central Okanagan School District International Education Program. As a result, we have had students and agents choosing programs in other provinces and other countries and we have not realized the growth we had anticipated. The Welcome Centre for the School District helped settle 160 students and their families into the Central Okanagan schools and community over the past year.
Three major capital projects were scheduled for completion this summer: the new Mar Jok Elementary School, the Okanagan Mission Secondary School addition, and the George Elliot Secondary School annex.
The School Opening Report – Part 2 will be presented at the Wednesday, October 8, 2014 Public Board meeting.

1. Audited Financial Statements Fiscal Year 2013/2014
The Board of Education received and approved the Audited Financial Statements Fiscal Year 2013/2014. The fiscal and accounting processes were once again found to be comprehensive and appropriate.
2. Constable Neil Bruce Middle School – Daimler Road Parking – Interim Safety Improvements
The Board of Education agreed to send a letter to the District of West Kelowna commending the work done on improving safety and traffic congestion concerns at Constable Neil Bruce Middle School, reiterating that, per the Board’s letter of March 14, 2014, capital assistance for off-site roadways and sidewalks is beyond the Central Okanagan School District’s financial ability and mandate, and advising that staff will continue to assess the situation.

1. Superintendent’s Emergent Issues
The Superintendent reported on the following:
  • Staff members have delayed bringing forward the 2014-2015 work plan because of the late start to the school year. However, this plan will be coming forward at an upcoming Public Board meeting.
  • We are seeing more balanced student enrolments in West Kelowna between Shannon Lake Elementary School (402), Rose Valley Elementary School (317), and the new Mar Jok Elementary School (406).
  • District staff plan to attend PAC meetings in Lake Country this fall to seek input on the reconfiguration of school boundaries in Lake Country.
  • District staff are also continuing to review the French Immersion program and the possible opening of an additional French Immersion middle school program.
  • Community consultation sessions will be scheduled to engage the Rutland community in discussions regarding the timing of implementing the District’s approved Grade Configuration (grades 1-5, 6-8, and 9-12) in the Rutland area.

Recognition:
1. Dilworth Quality Homes Inc.
The Board of Education recognized Greg Asling, General Manager of Land Development and Housing and Dilworth Quality Homes Inc. for the support his company has provided to the students enrolled in the Residential Construction Program at Rutland Senior Secondary.
2. Kelowna Daily Courier
The Board of Education recognized Terry Armstrong, Group Publisher, and the Kelowna Daily Courier staff for their coverage of educational initiatives and their supply of free newspapers to classrooms through the Newspapers in Education Program.

1. 2013 School Opening Report – Part 1
The Superintendent presented the School Opening Report – Part 1. The highlights of the Report
include:
– All schools in the District reported relatively smooth and orderly school openings this year.
– In total, 11 of the 42 schools in the Central Okanagan School District experienced increases of more than 15 students in their actual enrolment when compared to projections. Significant growth is observed in the number of students in the Shannon Lake, Mission, North Glenmore areas and parts of Lake Country .
– The projected headcount for September 2013 was 21,169, which represented an anticipated decline of 185 students from the same time last year.
– As of September 10th , 2013, however, the District headcount enrolment was 21,452, representing an increase of 283 over projections and 98 students above last year’s September 30th enrolment (21,354).
– The overall enrolment trend appears to reflect a significant increase in the District, especially when compared to the original projections that were set. However, once the enrolment for secondary schools and Central School Programs and Services is finalized, including those students who are cross-enrolled, it is anticipated that the actual increase will be slightly less than the numbers quoted above.
– The Central Okanagan School District International Education Program continues to experience strong enrolment with 263 fee paying students registered in the School District for the 2013/2014 school year.
– The Welcome Centre for the School District helped settle 146 students and their families, representing 35 countries.
– At present, the School District is utilizing 73 portable classrooms (32 at elementary, 17 at middle and 24 at secondary) along with 14 modular classrooms for student learning.
– Throughout the summer season, the Operations Department has been very busy completing a number of facility upgrades. Additionally, work continues on the addition at Okanagan Mission Secondary School and the construction of the new Mar Jok Elementary School in West Kelowna. Both capital building projects are expected to be completed prior to September 2014.
– The external auditors have concluded their year-end review of the District’s financial reports. The fiscal and accounting processes were once again found to be comprehensive and appropriate.
The Superintendent expressed gratitude to the Central Okanagan School District administrative, teaching and support staff, parents and community members for preparing for school opening, and ensuring a smooth and safe start-up for our students. The Board of Education gave first, second and third readings, passed and adopted, School District No.23 Capital Project Bylaw No. 126621-02 – 2013/2014 Annual Facilities Grant.
2. Draft New Policy 621 “Protocol for Flying Flags at Half-Mast”
The Board of Education approved new Policy 621 “Protocol for Flying Flags at Half-Mast” after adding a reference to the National Day of Mourning.
3. Policy 423 “Health Promoting Schools”
The Board of Education reaffirmed Policy 423 “Health Promoting Schools”.
4. Investigation into the Installation of Webcams to Broadcast Board Meetings
The Board of Education made the decision not to direct staff to explore the expense/feasibility associated with broadcasting Board meetings to the general public.
5. Options for Election of Board Chairperson
Trustees discussed the approach to be used when an election takes place for Board Chairperson. The Board made the decision to use a majority voting system.

– The Superintendent recommended that the meeting location for the November 20th, 2013 Planning and Facilities Committee be moved from the School Board Office to Mount Boucherie Secondary School at 6:00 p.m.
– The Superintendent reported that the on-line payment program for parents has been very well received. To date, 70% of payments have been made on-line. This new approach to collecting fees has proven to be very efficient. The District’s ‘ability to pay’ policy was referenced.
