BOARD MEETING HIGHLIGHTS
Superintendent’s Report:
The Superintendent reported on the following:
– The Ministry of Education recently announced that 44 of the District’s 2011 graduates have
received provincial scholarships for outstanding academic achievement. Additionally, 96 students
received Dogwood District/Authority Scholarship Program Awards and 5 students received
Secondary School Apprenticeship Scholarship Awards. The names of award recipients will be
published in the new year.
– We have just concluded the fall season of athletics. The Superintendent commended all those
involved in supporting athletic programs. In particular, the KSS AAAA Girls’ Volleyball Team was
recognized for bringing home the provincial championship banner. This is the first time in over fifty
years that the banner has returned to Kelowna.
Action Items:
1. November 30, 2011 Class Size, Class Composition and District Class Size Averages Report
The Board of Education approved the School Act Class Size/Class Composition Update Report for
the month of November, 2011, and that the Declaration of Appropriate Learning Situation by the
Superintendent be approved for submission to the Minister of Education.
2. Superintendent’s Mid-Year Report on Student Achievement
The Board of Education approved the Superintendent’s Mid-Year Report on Student Achievement
2011-2012 and agreed that the Report be sent to the Ministry of Education to meet its January 15,
2012 deadline.
3. Budget Development Principles
The Board of Education approved the Budget Development Principles as follows:
The underlying principles for all budget decisions will be that:
  • *The students come first.
  • *Every budget allocation will be aligned to meet the District’s mission, vision and
  • values and the objectives of the District as outlined in the Board’s achievement
  • contract
  • 1. Consideration must also be given to the individual school goals found in
  • the School Planning Council Reports
  • 2. The District will obtain the most effective results for the dollars spent.
  • The Board must meet legal requirements, therefore, the budget will be balanced and
  • all statutory requirements will be met.
  • 1. Achievement Contracts reflect the unique characteristics, priorities and needs of each
  • District and are the Board of Education’s public commitment to improving student
  • achievement.
  • 2. School Planning Council Reports outline school based plans to improve student
  • achievement.
4. School District No. 23 (Central Okanagan) 2011/2012 Budget Timeline
The Board of Education approved the 2011/2012 Budget Timeline.
5. Capital Project Bylaw No. 126352 – New Playground Equipment – Capital Requirements
The Board of Education gave first, second and third readings and adopted Capital Project Bylaw No.
126352 – New Playground Equipment – Capital Requirements.
6. Annual Integrated Pest Management Report
The Board accepted the Memorandum from the Director of Operations as the Annual Report
required in Policy 620 – Site Maintenance.
7. Policy 230 – Principal and Vice-Principal Evaluation of Performance and Regulations 230R
Principal and Vice-Principal Evaluation of Performance
The Board agreed:
THAT: For the 2011-12 school year, Policy 230 – Principal and Vice-Principal Evaluation of
Performance and Regulations 230R – Principal and Vice-Principal Evaluation of Performance, be
suspended from requiring performance appraisals;
AND THAT: As an alternative, a Growth Plan be created for those individuals.
