1. School District No. 23 (Central Okanagan) 2013/2014 Budget Development Timeline
The Board of Education approved the School District No. 23 (Central Okanagan) 2013/2014 Budget Development Timeline.
2. Budget Development Process
The Board agreed that when reviews for programs, initiatives, and support structures and services come forward, to the best of the Finance Department’s ability, a break out of funding costs will be
included in each program review and then incorporated into the budget report for the next year.
3. Capital Projects Bylaw No. 116447 – Approved Bus Project (new)
The Board of Education gave first, second and third readings and approved School District No. 23 Capital Project Bylaw No. 116447 – Approved Bus Project, in the amount of $135,131.00.
4. Capital Projects Bylaw No. 116459 – Approved Bus Project (replacement)
The Board of Education gave first, second and third readings and approved School District No. 23 Capital Project Bylaw No. 116459 – Approved Bus Project, in the amount of $270,262.00.
5. Draft Long-Term Facility Plan
The Board of Education received and approved the Long-Term Facility Plan.
Information Items:
The following items were reviewed by the Board:
1. Superintendent’s Emergent Items:
  • a.The Central Okanagan School District will be hosting the Summit for Early Literacy Leaders: “When Vulnerable Readers Thrive – Dreams Come True” on January 31 and February 1, 2013. This conference will feature renowned speakers and will bring together early childhood educators from around the province.
  • b. The District will be forming an Assessment Policy Development Committee to begin the work on developing an Assessment Policy. This working committee will include Trustee representation, students, parents, teachers and Principals/Vice-Principals.
  • c.The Ministry recently shared a new Skills and Training Plan with the focus to increase the number of graduates that pursue trades by 50% in order to meet the growing demand for trades people in our society.
  • d. The Superintendent congratulated the newly-elected Chairperson Baxter and Vice-Chairpersons Butler and Fraser, as well as thanking former Chairperson Cacchioni for his service over the past year, along with the efforts of former Vice-Chairs Baxter and Gorman.
2. Superintendent’s Mid-Year Report on Student Achievement 2012-2013
The Superintendent provided a mid-year report on Student Achievement as a DRAFT document which will be further discussed at the January 16, 2013 Public Board meeting.
3. Revenue and Expense Summary at October 31, 2012
This information was received by the Board.
4. CUPE Local 3523 Executive – November 2012 to November 2013
The Board received from CUPE the names of the 2013 local CUPE 3523 Executive.
5. Aboriginal Education Program 9th Annual Report, September 2011 – June 2012
The annual report was received by the Board of Education. The Aboriginal Education Council will refer to the information within this report during the development of the District’s second five-year Enhancement Agreement.
6. Early College High School Update
The Superintendent provided an update regarding the Early College High School Proposal.

Recognition:
Shannon Lake Elementary School Award of Merit (2012 Thompson Okanagan Commercial Building Awards)
The Board of Education recognized Shannon Lake Elementary School for receiving a Merit Award from the 2012 Thompson Okanagan Commercial Building Awards.
Action Items:
1. BAC Proposals
The Board of Education reviewed the following proposed Board Authorized Courses (BAC):
  • (BAC) Proposal – Athlete 10 (District Career Life Programs)
  • (BAC) Proposal – Athlete 11 (District Career Life Programs)
  • (BAC) Proposal – Athlete 12 (District Career Life Programs)
  • (BAC) Proposal – Individual Sports Training 11
  • (BAC Proposal – Individual Sports Training 12
After Board deliberation, the following motions were approved:
THAT: Recommendations 6.1 – 6.5 be deferred to an Education and Student Services Committee Meeting in early spring of 2013;
AND FURTHER THAT: The Board of Education seek clarification from the Ministry of Education on the authority of the Board of Education to provide course credits for courses taken before the Ministry
of Education has approved a Board Authorized Course.
2. Board Authorized Course (BAC) Proposal – Yoga and Fitness 11 Update (KSS)
The Board of Education approved the Board Authorized Course (BAC) Proposal – Yoga and Fitness 11 (Kelowna Secondary School)
3. Board Authorized Course (BAC) Proposal – Rugby 12 (MBSS)
The Board of Education approved the Board Authorized Course (BAC) Proposal – Rugby 12 (Mount Boucherie Secondary School).
4. Board Authorized Course Proposals
THAT: Policy 541 “Board Authorized Courses (BAC)” be amended to include: Board Authorized Course proposals must be submitted by December 15th for inclusion in the list of courses available
during the following school year.
5. Draft Long-Term Facility Plan
A. The Board of Education supported the following additional educational recommendations for the Long-Term Facility Plan:
1. THAT: 21st century learning environments should accommodate the needs of each student and support the development of the whole child, ensuring their academic as well as their
emotional, social, and physical development needs are met. Additionally, these environments should:
  • a. Provide educational structures that enable 21st century skills (Physical spaces should be flexible and adaptable, enable collaboration, interaction and information sharing, and should be connected with the larger community that surrounds the school.)
  • b. Implement design concepts that enable project-based work, interdisciplinary themes and competency-based measures of student progress.
  • c. Empower the “People Network” in learning environments (This is one of the most important aspects of 21st century learning environments. Teachers must be able to move from isolation to collaboration, creating an optimistic educational culture which positively impacts student learning. Teachers must have the opportunity to refine their knowledge and skills in collaborative, supportive environments.)
2. THAT: When it is not possible to configure a grades 6 to 8 middle school, “middle schools within schools” may be considered after the local community has been consulted and shows
support.
3. THAT: Before school and after school care programs should be provided in elementary schools where a need is identified and space is available.
4. THAT: The District consider establishing middle school alternate programs in each of the regions. The District Alternate Programs would be on the site of middle schools and allow for these students to remain connected to a regular school for integration where appropriate.
5. THAT: Given the potential of a new school or new schools being built, appropriate spaces for Student Support Services staff and students need to be considered in the planning stages.
6. THAT: There is an ongoing need to upgrade existing building sites to accommodate students with special needs. These upgrades include such items as power door openers, call bells and
washroom renovations. These renovations include such things as installing ceiling tracking and lifts, installing hand showers and expanding washroom sizes to accommodate specialized
equipment. Changes such as the aforementioned upgrades have, in the past, been done on an as needed basis by the Operations Department.
7. THAT: The Facility Plan will accommodate short-term and long-term programs for 200-250 FTE International students each year, space permitting, always ensuring that School District No. 23 students have first priority.

8. THAT: The District is committed to the development of Neighbourhood Learning Centres in all zones of the School District. In conjunction with new Capital Building Projects, application will be made to the Ministry of Education for additional funding to support the development of these centres.
B. Zonal Recommendations:
The following zonal recommendations were supported in principle by the Board of Education on June 27, 2012. The Board of Education supported the following specific zonal recommendations for theLong-Term Facility Plan:
Westside Area Recommendations
1. Revise elementary school catchment areas for the opening of the new elementary school on McDougall Road (Mar Jok Elementary School) to distribute the population more evenly.Timeline: Prior to September 2014
2. Review and potentially revise elementary feeder schools to Const. Neil Bruce Middle and Glenrosa Middle. Consideration should be given to redirecting elementary students to Glenrosa Middle. Timeline: Prior to September 2014
3. Place portables at elementary schools where necessary – with a long-term plan to revise grade configurations to a junior middle model; K-5, Grade 6-8 and Grade 9-12 (400 student addition to MBSS or a new secondary school).
Timeline: 5+ years
4. Create a middle French Immersion Program at Glenrosa Middle to sustain GMS enrolments and provide greater accessibility to students in the language program, providing it is sustainable in terms of enrolment, location, form and cost. Timeline: Review during 2012/2013 school year to determine appropriate timing
Central Kelowna Area Recommendations
1. Place portables at elementary schools as needed – with a long-term plan to revise grade configuration changes to a junior middle model; K-5, Gr 6-8 and Gr 9-12. Timeline: 5+ years
2. Construct a new senior secondary school in the north end of Kelowna. Timeline: 5+ years
3. Create a middle French Immersion Programs in outlying areas to relieve enrolment pressure at KLO Middle. Timeline: Review during the 2012/2013 school year
4. Revise elementary catchment areas to distribute the population more evenly. Timeline: Review during the 2012/2013 school year
5. Revise middle catchment areas to distribute the population more evenly. Timeline: Review during the 2012/2013 school year
6. Maintain high priority request in the Capital Plan to replace Glenmore Elementary with a new facility.

Rutland Area Recommendations
1. Reinstate catchment area boundaries for Ellison Elementary and Black Mountain Elementary to regulate student numbers and more clearly define transportation eligibility. Timeline: September 2013
2. Replace Rutland Middle as a Junior Middle with Grades 6 to 8 and convert elementary schools to K-5 and RSS to Grade 9-12 when the new RMS opens. Timeline: Align with completion of Rutland Middle Replacement
3. Address the sustainability issues of Springvalley Middle School.
  • Convert Springvalley Middle School to a Gr. 6 – 8 middle school and feeder elementary schools to K – Gr. 5, in conjunction with the Rutland Middle School rebuild conversion.
  • Middle School Catchment area revision.
  • Review the possibility of introducing Middle School French Immersion to Springvalley
  • Middle School to provide closer access for students in Rutland and Lake Country.
  • Timeline: Review during the 2012/2013 school year to determine appropriate timing
4. Construct an 8 classroom addition at Black Mountain Elementary or revise elementary catchment areas to distribute the population more evenly.Timeline: Review during the 2012/2013 school year to determine appropriate timing
Okanagan Mission Area Recommendations
1. Consider an interim Grade 7-8 middle school within OKM Secondary (making it a Grade 7 to 12 school on an interim basis) – with a long-term plan of a new Grade 6 to 8 middle school in the Okanagan Mission area.
Timeline: In the September following the completion of the OKM addition (tentative date: Sept. 2014)
2. That parents of grade six students in the Okanagan Mission Area prior to January 2014 be provided the option of registering their children in OKM for grade 7 starting in Sept. 2014 or having them remain in their existing elementary school.
3. Revise elementary catchments to distribute the population more evenly. Timeline: Review during the 2012/2013 school year

4. Introduce an Early Learning Program to service the Okanagan Mission area as soon as there is adequate space.

Lake Country Area Recommendations

1. Until September 2014, manage elementary grow th at existing elementary schools either through the revision of catchment areas, redirection of students and/or the placement of portables. During the next year, further discussions/focus groups should consider possible solutions to providing a “middle school” in Lake Country including a school within a school.
C. The Board of Education supported the following catchment area recommendations for the Long-Term Facility Plan:
Westside Area
1. Complete a catchment area review and revise elementary school catchment areas for the opening of the new Mar Jok Elementary School to distribute the population more evenly. Timeline: Prior to September 2014
2. Complete a catchment area review and potentially revise elementary feeder schools to Constable Neil Bruce Middle and Glenrosa Middle. Consideration should be given to redirecting elementary students to Glenrosa Middle.
Timeline: Prior to September 2014
Central Kelowna Area
1. Complete a catchment area review of the A.S. Matheson/Casorso/Raymer open boundary area with the intent to reinstate individual school catchment areas to distribute the existing and future elementary student enrolments more evenly between the three schools in a sustainable manner. Timeline: September 2013
2. After Springvalley Middle and Glenrosa Middle introduce French Immersion Middle Programs, review and revise middle school catchment areas to distribute the population more evenly.
Rutland Area
1. Complete a catchment area review and reinstate boundaries for Ellison Elementary and Black Mountain Elementary to regulate student numbers and more clearly define transportation eligibility. Timeline: September 2013
Okanagan Mission
1. Consider revising elementary catchments to distribute the population more evenly.  Timeline: Review during the 2012/2013 school year.
Lake Country
1. Until September 2014, manage elementary growth at existing elementary schools either through the revision of catchment areas, redirection of students and/or the placement of portables.
D. The Board of Education will make the final decision to approve the Long-Term Facility
Plan at the December 12th, 2012 Public Board meeting.

Superintendent’s Emergent Issues
1. District Graduation Rate
The Superintendent announced that the District’s Graduation Rate has increased once again from 86.2% in 2010/11 to 86.5% in 2011/2012. Additionally, the Aboriginal Graduation Rate has significantly increased from 60.9% in 2010/11 to 68.9% in 2011/12. The increase in the District’s graduation rate marks a record in District history.
2. Early Literacy Summitt
The District will be hosting a Summitt for Early Literacy Leaders titled: “When Vulnerable Readers Thrive – Dreams Come True”. This Summit will be held from January 31 to February 1, 2013.
3. Aboriginal Education Program 9th Annual Report, September 2011 – June 2012 The Board of Education decided to defer this agenda item to the December 12, 2012 Public Board meeting.
4. Early College High School Update
The Board of Education decided to defer this agenda item to the December 12, 2012 Public Board meeting.
5. School Planning Council Process 2012/2013 – District Orientation Meetings
The Board was informed that there has not been interest from School Planning Councils to attend.
6. Video Surveillance: Annual Report to the Board
The Board accepted the Video Surveillance Report as presented.
7. School Calendar
Bill 36 – School Amendment Act (School Calendar Regulation) was passed on November 8, 2012. Bill 36 outlines regulations which eliminate the standard school calendar. School Districts are required to establish their own school calendars beginning with the 2013-2014 school year to commence on July 1, 2013. The regulation is intended to provide more flexibility for the Boards of Education to offer more creative scheduling options to better meet
the needs of the students.
